CONSTITUTION FOR 
NEBRASKA ASSOCIATION OF COUNTY AGRICULTURAL  AGENTS

Article I: Name
The name of this association shall be "Nebraska Association of County Agricutura1 Agents” 

Article II: Purpose 
The purpose of this assoociation shall be to: 
a. Encourage educational advancement of it's members. 
b. Encourage a high standard of professionalism. 
c. Promote cooperation and loyalty among extension people. 
d. Assist in the improvement of cooperative extension work. 
e. Advance the basic importance and position of agriculture in our national econoomy. 
f. Cooperate in carrying out the policies and programs of the Land Grant College. 

Article III: Duration 
The duration of this association shall be in perpetuity.

 Article IV: Board of Directors 
The board shall consist of a President, President Elect, Past President plus one representative (board member) from each cooperative extension district, with an additional representative from any district that has 20 or more paid NCEA Ag Section members.  The district representative shall be elected for a three year term as follows:
District 1 - Panhandle
District 2 - West Central
District 3 - North East
District 4 - South East

District representatives serving a full three year term are not eligible for re- election. Alternates shall be elected for the same terms as above. 
The election shall be held at the annual meeting by the district membership present. 
In the event of a vacancy in a district directorship the position will be filled by the alternate. A new alternate will then be elected at the next annual meeting. 

Article V: Officers 
The officers of the association shall consist of a president, president-elect, vice president, secretary, and a treasurer. 
Election of the president-elect shall be conducted at the annual meeting by the members present, or by mail ballot prior to the annual meeting when necessary to comply with NACAA opportunities. The vice president, secretary and the treasurer shall be elected by the board of directors at the first meeting following the annual meeting. 

Article VI: Membership 
All Nebraska extension faculty who have agricultural responsibilities are eligible to become members of the Nebraska Association of County Agricultural Agents (NACAA) also known as the Agricultural Section of the Nebraska Cooperative Extension Association (NCEA). In order to be a member of the NCEA Ag Section, an individual must also be a member of NCEA.  The only exception will be for extension administrators who are excluded from membership in NCEA but may be members of the NCEA Ag Section. Eligibility for membership into NACAA includes extension assistants who have earned a bachelors degree or above and/or faculty with any extension appointment. All association members shall be members of the National Association of County Agricultural Agents (NACAA). 

Article VII: Quorum 
A simple majority shall constitute a quorum of the board of directors for the transaction of business at director's meetings. 
A simple majority of members present shall constitute a quorum for the transaction of business at membership meetings. 

Article VIII: Meetings 
The annual meeting of the association shall be called and conducted by the board of directors for the purpose of election of directors, reporting to the membership the assets and liabilities of the association and such other business as determined by the board of directors and the membership. The annual meeting will be held annually as a part of the NCEA annual conference. 
Additional association membership meetings may be called as needed by the Board of directors of the association. 
Board of directors shall be notified throughe-mail at least five (5) working days in advance of director meetings. 

Article IX: Amendments 
The constitution may be amended in accordance with the bylaws of this association.

BYLAWS OF THE 
NEBRASKA ASSOCIATION OF COUNTY AGRICULTURAL AGENTS 

Article I: Duties of Officers 
A. President 
     1. Serve as spokes-person for agricultural extension agents. 
     2. Preside over all meetings. 
     3. Serve as association representatives to NCEA board. 
     4. Serve as delegate to NACAA annual meeting. 
     5. Attend regional NACAA officer's workshops. 
     6. Provide association leadership relative to functions which anturally develop 
        throughout the year. 
B. President-elect 
     1. Learn the duties of the president. 
     2. Attend the national president's seminar sponsored by NACAA. 
     3. Serve as president the second year after elected.
     4. Serve as delegate to the NACAA annual meeting.
     5. Make association committee assignments. 
C. Vice President 
     1. Assume the duties of the president during absences or as the result of the 
        president's resignation or inability to serve. 
     2. Serve as alternate delegate to NACAA annual meeting 
     3. Assist the president and president-elect in the performance of their duties as 
        requested. 
D. Secretary 
     1. Serve as recording secretary at all meetings of the directors and association 
         membership. 
     2. Attend to all official correspondence. 
E. Treasurer 
     1. Receive and disperse funds and keep accurate record of same.
     2. Maintain membership records. 
F. Board members 
     1. Serve as a member of the board of directors of the association 
     2. Attend NACAA annual meeting when possible.   Serve as an alternate delegate 
        in the absence of any of the above officers. 
H. Past president 
     1. Advise the president and the board relative to association business. 
     2. Serve as chair of NACAA AMPIC Fund Committee.

Article II: Committees
The president-elect, in consultation with the president and vice president, shall appoint a state representative and committee to each NACAA committee. These representatives shall serve on similar NCEA committees when possible. 
The committee structure of the association shall parallel the NACAA committees as to title, function, and objectives. 
Additional committees may be appointed by the president as needed. 

A. STANDING COMMITTEES
     1. NACAA AMPIC Fund (established 11-15-00)

1. Membership will include  past presidents who are active members of the Ag Section organization.
2. Follow established  501C regulations.
3. Revist or develop future uses of the earned dollars.
4. Keep the current Ag Section board informed.  The president and treasurer will be invited to all committee meetings.
5. Meet twice a year to discuss proposals submitted for expenditures not included in the annual budget and develop a budget to be presented to Ag Section membership.
6. Act on requests not covered in the current NACAA Section Budget.
7. The committee chair will present a Budget at the Annual Meeting for annual expenditures.  This is for informational purposes only and does not need to be approved by the general membership.

Article III: Annual meeting
The annual meeting of the association shall be held with the annual meeting of the NCEA. Additional membership meetings may be held as determined by the board of directors. 

Article IV: Amendments
A. Constitution 
      The constitution may be amended at any regular or special meeting of the membership by a favorable vote of two-thirds of the membership present at 
the meeting provided the proposed changes have been publicized through the meeting notice to the membership at least 30 days in advance of the meeting. 
Such amendments shall become effective immediately. 
B. By-laws 
      The by-laws of this association may be amended at any regular meeting of the board of directors of the association  by a  simple majority vote.  Such amendments shall become effective immediately.
